Joy is joy.
Wenever I see a question using the terms "TRUE happiness" or "TRUE love" or "TRUE Joy" I know I'm in for a bunch of lectures about "only through Jesus" stuff.
Bleah.
But to answer your question, TRUE Joy is a dishwashing liquid from Proctor and Gamble.

True joy comes from a heart that knows grace. Despite of the battles we people may have over our religions and beliefs, the capacity to experience this state is something that unites us all. Actually, we ARE joy, only we may not be aware of it yet.

The answer is self evident...we get true Joy from within..all else is impermanent.
To attain it we must do one thing only, rid one's self of suffering.
The real question is How.... not Where....Joy isn't a thing which appears from Somewhere, it is a state of the mind which has to be attained, this is why the question is self evident....
How to attain it.....I would guide you to concentrated effort in self awareness and self realisation meditation...following so far...? It takes continuous concentrated effort...if this is too hard then .....the question remains......and is therefore moot.....

first we should ask what TRUE joy is.
i think it is different for everyone. some people its visiting home and parents again after being gone for many months/years.
some can find joy in the smallest things, a box of legos...
i think true joy varies as each person varies.
