He may have been, he may have not been. If anything he may have been familiar with the past republic of Rome as He lived during the time of Roman occupation and Rome, being a super power had a history well known by the people it influenced due to conquer.

Perhaps he did not know of the ancient Greek form of democracy, but it is very possible that he understood many political systems, being, as you said, a very astute man.

Greek culture pervaded every aspect of Mediterranean life in biblical times because the Romans actively promoted it having no culture of their own. Any educated man would have been aware of Greek political and philosophical writings so if Jesus was educated he knew about it.
