Imagine a rotating shaft in a tight bush-(people continuing to read on from here expecting sex are going to be sorely dissappointed) Without lubrication the shaft would seize. Drill a hole down the axis then drill a hole radially to join up. If you left it like this and assembled the shaft/bush it would still seize as the hole would have sharp edges and scrape the lubricant off the bush. After peening the radial hole the lubricant can do its job

The peening process will change the surface stresses around the hole, making it less likely for a crack to propagate.
