My brother is 14 and doesn't spend much time with video games he's more hands on creative type person and with this much snow can't be outside as much as he would like. What should I give him thats keeps his mine working so he doesn't get bored?
I don't have that much to spend.

model airplane or car! That keeps him busy, and it takes creativity. Usually cost aroun 10-12 bucks.

Buy him a artwork or something like orgami.
These stuff are fun to make and it a challenge, it sure make a person for not feeling bored.

give him some paints
it takes skill, concentration, time and effort to become good at it and most people enjoy it no matter what type of person they are

give him a painting set or a scetch book, it will keep his creativity up and he might show unknown talent you didnt know he had
