Yes you can. The only stipulation to buying a car (in the state of NJ) is that you have the car insured. If you are are unable to drive, i.e. blind, paralyzed, etc. You can own the car and insure it and the state will issue you a NJ driver's ID. It is not a license but is necessary to register the car to your name.
If your name shows up on the OFAC (Office of Foreign Assets Control), the person or dealership should not be doing business with you, and could be penalized. The Office of Foreign Assets Control ("OFAC") of the US Department of the Treasury administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries, terrorists, international narcotics traffickers, and those engaged in activities related to the proliferation of weapons of mass destruction. OFAC acts under Presidential wartime and national emergency powers, as well as authority granted by specific legislation, to impose controls on transactions and freeze foreign assets under US jurisdiction.
So if you understood that, basically if you're a known drub dealer, terrorist or someone that has done business with them, your name is on that list and American Citizens and companies are not allowed to do busines with you.
Other than that, you can buy a car just like you can buy a TV.

What are social social benefits and what has that to do with buying a car? If you are on welfare, however, I would first have to ask where you got the cash from and, since you have sufficient cash to buy a car, why are you on welfare?
