There are many sizes of plastic storage boxes to choose from at Walmart or Kmart. They're inexpensive, come with lids if you need one, and come in all different sizes, including pet-friendly ones.
You can also personalize them if you want with tole paints or whaever type of letters you want to put on it.

Don't know if this is big enough, but my guys have a wooden produce crate for their toy box -- I got it at a farmer's market, so it may be the wrong time of year, but if you have any independent produce markets near you, they probably have some. Maybe even a regular grocery store, although I usually only see the cardboard ones there.
They're short enough to climb into (if necessary!), and mine is piled high with old toys/bones/etc. Very sturdy.

Build one or hire a handyman to build a custom box for you. I don't know how big your current doggie toy box is so I don't know what dimensions you need to suggest an alternative..........
They have those big Rubbermaid wrapping paper storage boxes which are long although not that high. That might work. They also have a lid.

How about those under the bed boxes? You could leave the lid off for her, and it would be low enough for her to see into - but maybe not a massive one or she might have to get into it to get toys out of the middle.

I put my puppy's toys on the bottom shelf of the microwave cabinet in the kitchen. Its low and right near the floor so he doesn't have any problems getting to everything. Also you can only put out a few toys and then rotate them, so your dog thinks they're getting a new toy. That doesn't work for me because mine eats them, but it works for my friend.

I use a under the bed storage box. This way, small dogs have no trouble reaching for their toys.

My Dachshund's " toy box" is a basket. It is quite large, and shallow. Isn't it amazing how they accumulate so many????????

I would just get a wider cardboard box and cut it short enough for her to still be able to get into.
