You can't disable your BIOS. If you did, your machine wouldn't boot at all.
Press F8 repeatedly as your machine starts. This will bring up a text-based boot menu. Select Safe Mode and press enter.
If your machine won't boot due to low virtual memory, you have run out of space on your C: drive. You need to clean it up.

The BIOS has nothing to do with Safe Mode. When you turn on your computer and you see the Windows timeline while the computer is starting press the F8 button.
Low Virtual Memory can be the resultant of a lot of things. The amount of Virtual Memory allocated from your hard disk should be 1.5 times the amount of RAM installed.
After you get into Safe Mode right-click on the "My Computer" icon and select properties. Wait about 30 seconds the computer is querying for statistics. Soon you will see details on how much RAM is installed in your computer.
Next choose the Advance tab and than the Performance button. Adjust your virtual memory settings to reflect 1.5 times the amount of RAM you saw ealier.
Most likely you may need to upgrade your computer RAM or you may need to free up some hard disk space to allocate more to the virtual RAM pagefile.
If you have difficulty understadning any of this, the best thing to do is to take the computer to a service center.

Even if you could disable the BIOS you wouldn't want to. If you're low on Virtual Memory, then you need to delete any unwanted software and data from your harddrive. Windows uses some space on your harddisk as temporary storage to compensate for a lack of physical memory, if you're disk gets too full then windows runs out of space !!! You'll need to get tinto Safe Mode as described in the other answers. Once there, go to "Add/Remove Programs" and remove anything you don't use very often. Then if you then manage to get XP back up normally, go through your documents, and either delete or backup any bits you don't need to keep on there. The ultimate fix is the get more RAM for your machine, this reduces the amount of virtual memory windows tries to use. Best Solution I can give is - If u have a bootable CD for the Operating system just insert it and and go to bios setting and say boot by CD, then restart it and it will restart on the second page it will ask for "Boot from CD" press Enter and say repair it will do the rest and it will give the deleted files.

That wont solve the problem, To solve this issue is to buy more ram or another name for it is memory.
