If it isn't a flea or insect bite, it could be a skin condition (rash, eczema) or even very dry, itchy skin. Something is bothering him. Inspect the tail thoroughly and look for bites or rough spots. yeah,,you should be concerned because for whatever reason the pup is doing that,he's mutilating himself and could end up with an infection in the wound also...take it to the vet....
