Pot holes always keep re-appearing in the same stetches of road and the same ones keep caving in. I have never seen a speed bump disintegrate so why don't they fill the pot hole with that stuff?

Where I live it IS the same stuff. Filled pot holes are bombarded by cars and trucks traveling at high speeds, whereas speed bumps are hit very gently. THAT's why speed bumps hold up so well.

Also, water runs off speed bumps, but tends to seep down into the soil under pot holes, which helps loosen up the patch, and cause it to sink down.

I would venture to say that all construction companies contribute to various politicians in hopes of payback in the form of jobs should they be elected. If they had quality repairs done, these contributors would run out of things that needed to be fixed.

This wasn't so in the Roman Empire, where many of those roads still exist and survive even though trucks drive on those streets. That's also why I dug down 30" to lay the foundation for my patio instead of the 6" that the city wanted me to do. I want to make sure that the patio will be there until an owner in the future wanted to remove it, not removed it because it needed to be fixed.

They do. The problem is not the material. The problem that causes pot holes is that holes open up in the ground under the road due to rain water, naturally inconsistency in the ground and other factors.

Graham,
It is the same stuff. The big difference is pot holes are being attacked from below from water freezing and thawing and the constant high speed of the traffic.

They do. At least where I live. The problem is that all they do is dump asphalt into the hole, and as cars drive over it a bazillion times, they force the asphalt down into the hole.
