Let's look at this from a Scriptural standpoint.
Remember when they hung the Robbers up on either side of Jesus?
"Then two robbers were impaled with him, one on his right and one on his left" Matthew 27:38
and then, because of all the commotion of the people walking by reproaching Christ..........they even chimed in as well:
"In the same way even the robbers that were impaled together with him began reproaching him." Matthew 27:44
In the stream of time it appears that one of the Robbers came to his senses and then Jesus responded to him:
"But one of the hung evildoers began to say abusively to him: “You are the Christ, are you not? Save yourself and us.” 40 In reply the other rebuked him and said: “Do you not fear God at all, now that you are in the same judgment? 41 And we, indeed, justly so, for we are receiving in full what we deserve for things we did; but this [man] did nothing out of the way.” 42 And he went on to say: “Jesus, remember me when you get into your kingdom.” 43 And he said to him: “Truly I tell you today, You will be with me in Paradise.” Luke 23:39-43
When Jesus stated the above, it doesn't mean that this robber will go to heaven. This is one of the big problems with the teaching of the churches. The do not care or care to understand that there are two distinct and separate destinies which the Scriptures themselves articulate very clearly.
Jesus stating to the robber that "you will be with me in paradise", was assuring that individual that he would be resurrected in the new earthly society and that Jesus would provide for and watch over him from his heavenly domain.
That robber, therefore, would not necessarily experience the Second Death, which is total destruction without a chance for a resurrection at all.
The fact that the robber showed some faith was enough for Jesus to make his guarantee.
“For here I am creating new heavens and a new earth; and the former things will not be called to mind, neither will they come up into the heart" Isaiah 65:17
This question would take a whole lot more clarification as to regard of the 144,000 mentioned at Revelation 14:3 and the Great Crowd mentioned at Revelation 7:9, however, I think I have answered your question.
Those that God chooses to resurrect will be so, there is no use guessing wether the Son Of Sam or Hitler will be resurrected.
But if they are it will be to a cleansed earth and if they don't get with the program the second time around?

That is right! If they are incorrigibly wicked, then they will experience the Second Death after the 1,000 year reign is complete.
Then fulfilled on a large scale, here on the earth will be:
"And they will certainly build houses and have occupancy; and they will certainly plant vineyards and eat [their] fruitage. 22 They will not build and someone else have occupancy; they will not plant and someone else do the eating. For like the days of a tree will the days of my people be; and the work of their own hands my chosen ones will use to the full. 23 They will not toil for nothing, nor will they bring to birth for disturbance; because they are the offspring made up of the blessed ones of Jehovah, and their descendants with them. 24 And it will actually occur that before they call out I myself shall answer; while they are yet speaking, I myself shall hear." -Isaiah 65:21-24

" For evildoers themselves will be cut off,
But those hoping in Jehovah are the ones that will possess the earth.

And you will certainly give attention to his place, and he will not be.

God can and does offer undeserved mercy based on the grace of Christ's redemption. Son of Sam owes a dept to those he killed plus all the pain he caused their families. Therefore, God can “forgive” Son of Sam his debt but cannot forget the debt Sam has to his victims. Therefore, if God forgives Son of Sam he also has to repay the people he harmed. So, the short answer is yes and no. All debts will be paid for by Sam or God.
A common incorrect doctrine that “all sins are same to God” is false. All sins make you a “sinner” thus fallen. However, the Bible clearly teaches that there is “greater condemnation” and “the darkest of darkness” for those with greater sins. There is also greater grace!

Did you know that Jeffrey Dahmer became a Christian just prior to his killing?
God doesn't categorize one sin as being "better" or "worse" than another sin. So one man's serial killings is the same as a thief or liar. The key, of course, is complete repentance before God.

Even though these people were murderers and condemned (rightly so) by society does not mean that they are out of reach. The Messiah meant what He said and said what He meant. Whether or not these people are executed or not; no matter how much they are hated by people, if they sincerely repent of their sins then they will be saved.
However, what you bring up and what many of your answerers bring up is theological. Discuss this and many other topics at http://forum.bible.org/ and mingle with other believers and non-believers. Dialogue is important . How will we understand eachother if we don't talk to eachother?

God hates the sin, not the sinner, so yes, if he truly believed in God and had a religious convertion back in to the way of the Lord, then by the Bible, he would be going to Heaven.

Yes, Son of Sam is on his way to heaven, and apparently Jeffrey Dahmer is already there. Serial killers, though they've commite extremely evil crimes, are not necessarily excluded.

it depends what that person did when they converted to christianity . was it a real convertion or just to get in the door so's to speak we must trueley repent when we turn to Jesus its not our choice we have to first be convicted [chosen by god] and then repent for our past sins and deads. then the Holy Spirit can lead us to not do those same bad things again

YES !!! The only unforgivable sin is blasphmy against the Holy Spirit ! If you've been forgivin' yes you will go to heaven ! Now, I also believe you reap what you sow !! Just because you've been forgivin', doesnt mean your not responsible for your actions ! God gives you free will....... He will try to lead you straight, but He cant make you !
