A baker's dozen refers to a dozen plus 1 extra. The reason being that many years ago, you could be executed if you short changed someone on a dozen of this or that, or in the markets, if you used wrong weights. This was in place to ensure that the customer never got ripped off. Also to ensure that the baker or saleman was not executed, they would always throw in that extra one...therefore you have the baker's dozen.
