I guess there's some kind of virus on my computer that wont let me delete it because whenever I run any kind of virus scan my computer turns off in the middle of it. I've tried Norton Virus scan and Mcafee virus scan and it does it with both.

If you have both virus programs loaded and operating at the same time remove one of them. Then boot to safe mode and run your scans. Having two active virus programs on at the same time can cause all kinds of weird problems as they see each others files and think they should not be there.

if you are having both norton and mcafee on your pc than that would explain some of the issues, as they will conflict with each other.
best to just have 1 on your pc and keep it updated.
try doing a full scan in safe mode

also can try this online scan

Often this is because the infection sees the antivirus running and would rather shutdown the PC then risk getting removed.

Reboot in safemode and rerun the scan. Also do a spyware scan.

Some virus programs will do a boot check. They force your machine to reboot so every process if freed up and it can then scan for viruses and other malicious code.

www.avast.com is one such virus scanner that does this.
