Well, i think it's because we tend to apply a lot more conditioner than we do shampoo. Shampoo is more liquidy, and tends to spread better. Conditioner is thick, and takes more to cover your whole head of hair.

if both shampoo and conditioner come in the same sized bottle than the answer is simple. shampoo foams so its enough to cover all your head. however conditioner needs to be spread on to the hair which means your using more of one than the other. if you have long hair than this answer is very plausible. if your hair is Short than you are possibly using too much shampoo which is not good for the hair or skin so use in moderation. remember too much washing is not good since hair was designed to go without washing, studies have shown that 8 week unwashed hair starts to wash itself. cool huh!

Because the lather in the shampoo gives you the illusion of using more while you rely on how your hair feels for the conditioner. I have this problem too.

It's a tactile thing. We tend to use more conditioner because it doesn't feel like we're using enough. Your hair doesn't have to feel like a glop of goo for conditioner to work properly.
