no a month is wayy to soon you might scare him off . i think that its the guys duty to say those lovely 3 words first then once he says it its okay for u to say it because at least then u know you both feel the same way.

Nooo. Wait till HE says it first. You don't want to scare him... especially this soon. It's the guy's role to say "I love you" first. He's probably waiting for the right moment and the right time. Let him figure that out... so don't rush into things saying it first.
