We will not suffer from a guilty conscience if we are quick to confess our error to God and turn from it, seeking God's forgiveness through his Son. Rejoice in knowing that the ransom sacrifice of God’s Son can make propitiation for our sins and cleanse our consciences, giving us the comforting assurance that God does not hold such errors against us. Thereby we can continue serving him with a good conscience and with all the joy, contentment, peace of mind and the hope of everlasting life that this brings.

Sounds like the lord can create sinners and non sinners.
That was Davids opinion but might no match other parts of the Bible.

2 Blessed is the man
whose sin the LORD does not count against him
and in whose spirit is no deceit.
This is the one who has been forgiven through Him, saved through Christ Jesus- even though Jesus had not come yet- salvation through Him was foretold and prophesied. So with forgiveness of sin, God does not hold that sin against that person. It is through confessing your sins to Jesus Christ and believing in what He did -- to be forgiven of sin. Before Jesus came, people would offer burnt offerings to the Lord for forgiveness- and it was through the shedding blood, an animal- because that is the only way sins were forgiven was through the shedding of blood. ( see hebrews 9:22)
So Jesus was that one sacrifice for sin- when he came and died on the cross and poured out His blood so that those who believe will be forgiven and have eternal life in Him. -Blessed is that man who is counted righteous-when he repents of sin and follows the Lord.

No. Read verse 1. It says that God forgives transgressions. Read a little further and you see that confession and prayer is a requirement for forgiveness.
