u can get a good quality wallpaper scraper that has a razor edge unlike the standard ones- try that- also soak with lots and lots of water. good luck man!

You need a "tiger claw" style scraper. It is like a hacksaw blade bent into a circle. You scratch the surface of the wallpaper with it and it penetrates the painted layer. That lets the water in to reach the glue on the back. After waiting a few minutes, you scrape off the loose paper.
There are detergents and liquid soaps made for penetrating the exposed glue more easily. Add those to the water for easier loosening of that glue. You could also use a steamer with that mixture in it.
Either way the key step is the scoring of the paper with the tiger claw scraper.

Wow. Now here is what to do. With a sharp knife [stanley] cut across the paper in a pattern. The scratches are for the water to penetrate. Fill a bucket with warm water and washing up liquid, and keep painting it over the scratches, it will eventually soak in, and you can just pull off the pieces between the scratches. I enjoy it, very therapeutic.

Score the wallpaper with a scraper making lots of lines then get a bucket of warm water add washing up liquid then soak the whole wall with a sponge, do this a few times over a couple of days then it should scrape off easy.
If you get any bits that won't budge then soak it again.

Use a steamer. It doesn't matter how often it has been painted it will come off easily if you are methodical. To help it along score the paper with a wire brush or similar to allow the heat and water to penetrate.

Score it with a sharp knife and then using a large brush wet it with a weak solution of wallpaper paste. Do this about 3 times till its soaked in and it should come off no problem. Good luck!

Yes you have to scratch it with a tool which has small wheels, they have sharp edges.
It cuts through the paper and then lets water in, so you can steam it.
