Use a Van degraff generator.
It gives an almigthy shock allright , will make all your hairs stand upright.

The potential differences achieved in modern Van de Graaff generators can reach 5 megavolts. Applications for these high voltage generators include driving X-ray tubes, accelerating electrons to sterilize food and process materials, and accelerating protons for nuclear physics experiments. The Van de Graaff generator can be thought of as a constant-current source connected in parallel with a capacitor and a very large electrical resistance.

It is indeed you who are "charged" with static, usually because of friction in your clothes. Nylon undies are particularly notorious for this . . . All you need to do is take hold of a metal part of the car body, the door frame for example, BEFORE your foot touches the ground. The charge will dissipate immediately (and unnoticed) through the car. Those straps, chains etc are a complete waste of time and money.

I am pulling this information from my childhood....rapidly rub your feet on the carpet for approx 30 seconds, then touch someone. :) This may not be the answer you were looking from, but it does work.
