Mentally challenged can enjoy the out doors like the park and feeding ducks. Also, painting and coloring.

There are many children's games and toys that might be suitable, depending on the person's abilities. Toys that might work: slinky, kaleidoscope, spinning tops, etch-a-sketch, bubble makers, digital camera if it is easy to use and has some type of viewer that can be attached, musical things - especially percussion-type instruments along with some type of music player, there's a bean bag game (first link), sing-along book on CD (second link).

In my area, in Britain, there is a warehouse where mentally challenged people are employed to pack fairtrade goods. There are volunteer supervisors to overlook them. It helps them with a sense of pride in their work. I don't know if you have anything like this in your area. I am from Leeds in England
