Are there any computer programs that i can use for this?

you can go to walgreens they fix old and riped
pictures, hope they can help. its also cheap try it maybe they will do the job before you go to an expensive place.

Any copy place can do that.
I've fixed pix with a scanner and photo shop.

Check out the internet for your area. They have all kinds of places. You can even get software and do it yourself.
