He/she is communicating. They may not like the sound of the other dog's bark, or they may just not like the other dog.

The only time our dogs bark outside is when provoked by the neighbor dogs. We call them to the door, make them sit on the patio and they seem to forget about the other dog for a while.

They are talking to each other!!!! Seriously, it's just instinctual to bark when barked to!

Dogs are pack animals. They tend to play off each other. Perhaps they're "communicating," or maybe your dog is staking out his turf.
