Offer better municipal transportation service. Better engineering of street light synchronization, greater enforcement of vehicles blocking intersections and thoroughfares.

- Public transportation (buses, trains, light rail)
- Walking, biking, scooter, motorcycle, using a Segway
- Red/green stop light syncronization
- Tax incentives to companies that allow employees to telecommute or work off-hours
- Creating or raising a gasoline tax (discourages driving)

Another thing you can do is build high-rise buildings. More people in an small area creates a higher "population desity." This makes public transportation better because there are more people near the train/bus stops. You can also put buildings where people work and live near each other so they can walk to work.

Round-a-bouts can help, but it's hard to create them in cities that are already crowded. Bigger roads don't actually help in the long run, because it just encourages more people to drive, which causes more traffic

Expand mass transit for starters. Improve bus lines and service or experiment with light rail systems. Here in Denver they just expanded a major traffic corridor with a light rail line and the trains are almost always packed.

encourage companies to allow employees to telecommute at least 1 day a week, with rotating scheds so that everyone stays home one day. Otherwise, walk, bike or take the bus.

use train, public transport... wider road system.... careful planning on constructing roads is very important. walk if possible.
