what i want to do with it is dycrypt the dvd and turn it into an ipod video format and put it on my ipod video.
is that ilegal?

you are NOT alowed to make different format copies of copyrighted DVDs. NOT ever! You may record (from TV) a film etc and keep it for a reasonable time (don't ask me, that's how the law states it) and watch it only ONCE.
All digital media is now protected, just ask what people think of apples M4p protection on itunes store.

The software is legal however what you do with them could be ilegal. What you want to use them for would be ilegal unless it is for eduacation reasons or research.

Not at all, you are legally allowed to make backup copies of DVDs you legally bought for your own use.
