How about trying to keep the house clean and see if she still does it. No, seriously, it is not negative observation. You should just try it.
I don't know if such things can be stamped as being "normalr" or "abnormal".

Depends on how much she's cleaning. I'm a stay at home mom with 3 sons and believe me there is a lot of cleaning to do. My "free time" is cleaning lol. If she is compulsive about it then there maybe a problem but if she's doing it when she has free time because thats the only time she can, then it is normal. If its bothering you maybe pitch in more so she can relax.

She may have obsessive compulsive disorder (OCD). There are also just some people who really enjoy cleaning and like a cleaner house than others. My mother is that way. Almost impossible to get her to sit down and watch a movie all the way through. Somehow neither my sister nor me turned out that way too. I'd rather relax when I have free time. As long as my house is fairly neat, it does not have to be perfect.

It depends on wether or not you have children. Most women whom have children go through nesting. Otherwise it depends on the extent of your cleaning wether or no you are obsessive compulsive- If so Remron is an excellent treatment for OCD.

This sounds like an ideal housekeeper. However, to be obssessed about cleanliness seems to me like a mental case, really. Obssessive about cleaning!

Some people have O.C.D(obsessive compulsive disorder ) my brother-in-law is that way and would wipe up the smallest bit of dirt he saw and everything had to be in its place or it would really drive him up the wall.

No, hon, it's not normal. Sounds like she has some anxiety issues. Get a referral to a good psychologist.
