Quickest way Preparation H. tea, and lavander bag are nice. but they take to long. i wouldn't use vasaline it has no anti swelling agents in it just petroleum. just get a Q-tip. and put a pit of Prep. H on it and light rub it under you eyes on your lower eye lids. Prep H is a anti flamatory(sp). so you blood vessels in your eye lids that are constricted giving you that dark, bag, i haven't slept look will go back to normal size and the bags will go away. soak two tea bags in cold water. remove excess water. place the tbags over your eyes. when they get warm from body heat soak again repeat. it will help with the swelling
