depends on which truth you are talking about.
personal truth-(aka belief) some feel it, others discern it, most are programmed into believeing it
Ultimate Truth- can only be pointed towards and experienced. once you try to put it into words it gets tainted with perspective.
there are also circles of truth- where when looked at from a different angle, the "truth" changes.
example- we are seperate from each other... and together as one we make up the human race. both statements are true.

We all know and sense truth. That is why when you hear something that resonates in your heart your truth flag comes up and when you hear something a bit iffy you feel uneasy. We all ship out calibrated but our environment can re-tune us to the point where a lie seems like the truth. This is called social engineering and things like TV play a big part. Whatever you do in life though, when you look up and ask God to show himself to you... he will... now that is the Truth.

That's a really big question. I think no one really ever knows all of what "truth" is.
The only way I know to determine whether smaller "truths" are accurate is to test them.

"Truth" is that which remains the same no matter if someone is thinking about it or not. I have a home. If I stop thinking about that home, the home is still there and it's still mine. Therefore, it is true. There are flowers in front of that home. It could be that my wife has taken out a pruner and pruned the flowers all the way, then taken the shovel out and dug them up, and gave them away. If she did that, I still think there are flowers, but that is not true.

I'd say it's the same as a fact:
