Stay away from TV programming and magazines that focus on entertainment news and steer yourself towards news and learning channels.
Although its easy to become apathetic about what's going on around us, the more you know, the more you will be able to contribute to our society.
Being smart is totally relative. While someone may think you are the smartest person in the WORLD, others may think you are not. Remember, some people even think George Bush is smart!
So, take steps to enlightening and empowering yourself through learning.

I need the definition of smart before answering...in England 'smart' means well-dressed and properly attired for any activity - up to the minute and fashionable.
In America it means educated and able to make just and equitable, reasonable decisions, plus have lots of education (thus proving that you are intelligent.)
So, take your pick. Buy fashionable and expensive appropriate clothes.
or read classics and be ethical and morally behaved, go to college for years, and viola.
