Nope, I don't consider gum to be a candy. Not that gum is necessarily GOOD for your teeth but it's not candy.

the key of candy is sugar.
Therefore if the gum is sugar free it is not considered as candy

We use gum for the same reason we use candy.
We want something sweet.
We want to freshen our breath.
We want something in our mouth.
We need something to curb our appetite.
Both sooth a cough.
Both help heartburn.
However, I personally prefer gum.
