Does this mean that to be somebody in California these days you have to befreind/become a scientologist?

Don't have any knowledge of this myself, but the two facts you mention do not add up to it being a fact.
There are many people who are not Scientologists that support
religious freedom . Germany has a bad record in this kind of persecution. Freedom of all religion is adversly affected when
a government is allowed to persecute one without protest.
As for Cruise's wedding.... he invited his close friends and family, not Scientologists. Their religious persuasion was not a factor. Some of his friends and family are Scientologists some are not.
I'm a Scientologist and he didn't invite me !
It's OK to speculate I suppose but that doesn't make it a logical conclusion.
