Good question, I never thought of that. I do know that Paul had authority to arrest these christians, and that he was a Roman citizen. The "laying garments at the feet of" was supposedly to do with authority, and it was his feet that they laid their garments.
I am only guessing here, but like I said it is a good question and I will look into it a bit.

I'm not sure that it was illegal, except that they didn't really find any sin in Jesus. It was also a religious holiday. It may have been that Jesus had such a following that the Pharisees were afraid that they would be killed by the people and the Roman Government was armed to do it.
Good question. I will have to study it out more and see.

The Pharisees did not do the stoning. They stirred up the people around them to do it in the name of God. Re-read the Book of Acts to get the whole account. See note below.

It was illegal for the Jews under Roman occupation to put anyone to death -- but that doesn't mean it never happened.
They probably couldn't get away with it with Jesus, since He was rather well-known in the area. For the Jewish leaders to "take matters into their own hands" with regard to such a public figure would have been hard to conceal.
Stephen was probably much less well-known, though, and to secretly execute him probably would have been easier for the Jewish authorities to get away with.

Actually it was a lot later than a few weeks.
They did not get Deacons to help until the church grew too large to be handled by the 11 original disciples. that remained; and the government may have changed by that time.

Re:Gratvol - You can say that the Bible is mixed up, but it was the leaders of the Jews and their followers that continued to shout CRUCIFY HIM. When Pilot offered to free someone, they shouted FREE BARABAS.
Pilot then washed his hands and pronounced that he had nothing to do with the killing of this innocent man, and turned him over to the Jews, that this would be upon their head.

Good question... I have no idea. Though I thought it was actually the Saduccees who were trying to find a way to get Jesus in trouble. The High Priest rending his own clothes because they really couldn't find a way to get something on Jesus. But still a really good question.
