I mean both physically and for someone who's not quite right, if there is such a saying in Welsh.

This is in the northern dialect, in proper welsh it would be:

o amgylch y gornel, but colloquially it's fisable to say:

rownd y bend/gornel

If you mean "crazy", the usual expression is "off ei ben".
