Nothing can be done abroad. You've to go to your home town and get things done. If you've your proof of DOB like Municipal Birth Certificate then surrender the current passport and apply for a fresh one with the corrected DOB. In the application for new Passport mention the reason why you surrendered the earlier one. Probably the Passport Office will direct for a police enquiry. See the file moves from Passport Office to your local police station. Then meet the Inspector of Police of your area convince him about the mistake of DOB. All these can be done your way only when you carry only Rs 500 notes in your purse. Give one each every body who touches your file. Your problem will be solved in a month. If you go by rule book you'll never get your problem solved. When the new passport issued they will return the old one also with your visa entries. So go catch the first flight to India.

If you have no birth-certificate, you can get an affidavite drawn up by a lawyer/solicitor and have it signed by your Mum/ Dad or uncles/aunts , if not , go to village serpanch/ or hospital / or if home delivery/ get mid-wife to signe the affidavite. With affidavite /your school certifictes / go to passport office / they will check your original application form and if satisfied , will make the correction in your passport . [ best of luck to you ]
