I know this guy and because he's friends with my sister I know that he can really open up and talk... But whenever I try to talk to him he seems hesistant. I don't want to have deep emotional talks, but I'm not a big fan of small chat either...
What sort of things could I say to open him up a bit?

He can be hesitant due to two reasons;
1. he is shy
2. he has heard something about you which he does not like.
try to find out which one of the two categories he blongs to. if he is shy, simply get into his world of liking and instead of starting any subjects, let him start. whenever you find something he likes, start taking interest in that in front of him.

Sometimes guys just don't want to talk, and that's ok. Maybe he just gets a bit shy around hot girls.

Find out what he likes to do and ask him about it... like, does he watch the cricket or something. Sport is obvious but you'll need to know a bit. Maybe cars or myspace or stuff.

Just kinda hang around with him 1 to 1 for awhile and he'll just generally open up after awhile. Be sure to ask him questions to the answers you want, or he's not gonna tell you.

It may be that he can only open up with certain people.
Perhaps he is not sure of your sincerity.
If you genuinely want to have good conversation with this guy, tell him so.
Put yourself out there.

well since he is friends w/ your sister why not ask her what his interests are & then you can talk to him about that
