In other words, does man first decide, "I want to get saved," or does God go, "I want this person to get saved,"?

If Jesus knew what He was talking about, it would be the Father.
John 6:44 "No one can come to Me unless the Father who sent Me draws him; and I will raise him up on the last day.

The first "Man" (God in the flesh) was and is Jesus Christ. God gave us ALL freewill to accept Him or reject Him. He does not make us do anything.

God calls us.I would tend to think He calls every one but many reject him.

I do believe it's me. But I also know there are passages in the bible suggesting 'm wrong.
