How old do cats have to be (both male and female) to mate? Are they fertile at this age?

Female cats become fertile when they begin their heat cycles. For males, it is around the same age as females. This age is anywhere from 4 months-1 year old.
It is best NOT to let your female cat become pregnant before the age of 1 year because just like humans, they don't fully grow until they reach adulthood(1 year for cats).
If you don't plan on keeping the kittens, please PLEASE neuter/spay your cat asap. Even if you don't plan on getting your female pregnant, it is better to spay her anyways because it eliminates the risk of diseases and since she won't go into heat, will have a less stressful life.

I dont know specific ages, but it is somewhere before a year of age, when they are somewhere between that large/older kitten age and very young skinny adult cat age. If you are concerned at all about it, you should get your cat fixed. Most communities have some sort of animal rescue group that can help you find a vet who can do it for you at a low cost, or even free, if money is an issue. Spay/neutering cats is the best thing for them, they live longer and don't roam as much.

Females can mate as early as 4 months old. Males at aboout 6-7 months. Don't know how old yours are but have them fixed ASAP.

what age? around 6 months usually though females can come into season earlier than that. Best not to let them have kittens that young though.
