Yesterday an auto-rickshaw driver mis-behaved with me in Bangalore (India). Even though he initially agreed to charge only what comes in the meter but after we reached our destination he demanded Rs. 5 extra (meter + Rs. 5).

When I disagreed, he threatened to beat me by raising his hands on me. I have noted down the license plate of the auto-driver. It is "KA 05 B9147". Where can I report this incident? Can I do it online or simply by mailing some authority?

In the US-it is a civil issue. i do believe you contact the local justice court. why would you want to "mail the complaint"? is it not even worth bothering with the problem?
