I'm thinking of getting a cam recorder. With my still camera I dislike using flash indoors or poor lighting conditions as it disturbs the people I take phots of. I myself am visualy impaired and know how flash disturbs what vision I have left. You may be able to advise which cam I should go for of max bugit of £300 as well.

The lower the LUX rating, the better the camera will perform in dark conditions. CCD cameras used for astronomy give good performance at 0.005.

Wrong way round!

0 lux is no lighting and 10 lux is a candle at 30ft. 32000 lux is normal daylight. http://en.wikipedia.org/wiki/Lux

Hence there's a lot of "night vision" cameras that are marketed as "zero lux" cameras (not quite true, they just use a non-visible frequency of light!

A good camcorder, that will work at 5 lux in normal mode and 0 lux in nightshot mode is the Sony DCR-HC24 mini DV camcorder:

It is also able to take still shots as well as videos, so you will be able to do both.

It's on sale in Jessops for £199.99 so it would easily fit into your budget too.
