I assume you mean "word" as in a chunk of bits, not as in an English word. In that case, it depends on the "word size." I'm not sure what the word size of a cd-r is, or if it depends on the processor. If you're using a 64-bit processor, the size of a "word" is 64 bits, or 8 bytes. 700 MB = (700 * 1024 * 1024) 734,003,200 bytes, so if you divide that by 8 you get 91,750,400 words.
32-bit processor and its about twice the number of words, since a word is 32 bits or 4 bytes. 700 MB / 4 bytes = 183,500,800 words.

I burn audio cd's for visually impaired students daily. That is my job and I love it I never counted the words I could get on a cd. I convert mine to wav format (text to audio is the software I use)I would have to say it depends on the conversion format that you use.

How long are the words?
The more letters the more bytes consumed and the lower number of total words.
i.e. You can store a lot more 'rude' or 'idiot' than you can 'aggressive' or 'inconsiderate'.
