1. Because it is fashionable to do so much the same as its not cool to use indicators on the motorway.
2. It is illegal to use fog lights or whatever you want to call them unless visibility is below 100 metres.

I posted this the other day. Yep it drives me nutz!! Lorry drivers are doing it more as well? I know i shouldn't but when i get apx 40 feet from the oncoming car i blast em with main beam!! The only time i will be lenient is if they have a driving light out and they use fogs for back up. You noticed in general rear lights are getting too bright? particularly eye level brake lights? The new BMW's are ridiculous!! even the indicators are too BRIGHT!!

They are classed a auxiliary lights, and as such should only be used when needed. Front fog lights don't bother me, it's the drivers who go everywhere on main / high beam because they mistakenly believe that the lights next to the headlights ( usually single filament bulbs - H7) are fog lights instead of long range lights. Fog lights must (European market) be located below the headlights - usually in the bumpers - and be aligned so the beams are to the sides & not ahead.

There are three reasons:

1) People have just forgotten to turn them off

2) They're boy racers and think it looks cool (doh, no it doesn't!)

3) Their main beams are naff and (although not correct) use the lights to help with normal night driving.

Incidentally, some cars do use double sets of front lights (fiesta XR2i's have additional "driving lights" as well as "foul weather" lights in the front bumper).

By the way, they're not foglights anymore, they're foul weather lights, you should also use them in very heavy downpours, snow, hail, or any situation where visibility is noticeably reduced.

Because they forget to switch them off, they can be fined for using them when no fog around

dont know but i had follow one of those idiots all the home from southampton the other night, flashed HER god knows how many times and i wasnt the only one, she didnt take a blind bit of notice, and i am a girl too! but agree that women drivers can be a bit thick at times

I think they are trying to say that they cant see very well and that their eyes are foggy like their brains...................

(some times i wish i had a bat so when i am near i can bash his lights off)
