Whether you move to NYC or LA, check out the neighborhoods in which you want to live. Check out crime statistics, especially. Both cities have some really rough areas. Either area will be expensive to live in so make certain you can afford to pay rent, utilities and other expenses. NYC has much better public transportation than LA does, but LA has much better weather. Having been in interior design in LA, I can say that the employment in that field will probably net you a job faster than acting.

The first thing you need to do is choose your career, contact school's in the area. Check to see if you can even get a student visa.

I suggest you get a job before moving, otherwise you may become a professional waitress instead of acting.
