there isn't a specific time limit and chances are if you're shy or nervous about calling and talking to her over the phone so is she. so take it easy and ask questions that won't just get a yes or no answer, start with everyday questions, common ones such as "how was your day", "what you doing?" and if you feel there is something in her answer that you could talk about and stretch into a longer conversation, use it and work on that, for example if she says she's listning to music and mentions a band you know of, then you could begin talking about music and that will hopefully lead on to other conversation starters. the key is to frequently call her when you can if you like the girl, but not too often. if it's possible text her before you call just so you know if she is busy or not. be true and be yourself and after a while the nerves will settle and you will start feeling comfortable. i know how you're feeling i've been through the same thing with a guy i liked and all it needed was time. so be yourself and let your personality shine and hopefully she will enjoy your company and end up calling you the next time.

"what are you doing tomorrow? let's get together. sounds good. goodbye." if she starts talking, you listen. a girl can keep you on the phone for several hours without you saying anything. but pay attention and instead of trying to be witty or cool or funny when she asks something, be honest. if you are witty or cool or funny, it'll come out naturally if you're just being yourself. if it sounds forced, you'll look like a big D O R K

Listen to her, take cues from what she is saying and make a conversation about what she is saying to you. You just need to listen and even if you are on the phone SMILE it comes through in your voice.
