If a suspect is lethal they are dead but if they are out of control the police have non-lethal methods. Bean bag shots, rubber bullets and tear gas. Don't forget about my personal favorite the tazer. I'm sure there is a reason you don't hear about them using tranq guns. I was thinking a jelly bean bullet might be in order in some cases. What do you think? For when the elementry kids get out of control. Spray em' with a jelly bean shot.

I think you mean tranquilizer DARTS, not bullets, because I've never heard of a tranquilizer bullet.

You can only shoot one tranquilizer dart at a time, and then you have to reload. But while you're reloading, the bad guy you're facing is still firing his gun -- that has bullets that kill. That's why the police don't use tranquilizer darts. They do, however, have a number of other weapons available that do not kill, such as Tazers, rubber bullets, bean bag shot guns, etc.

Because it is hard to get the dose right. Too much and you kill the person - too little and it has no effect.

There is a reason that anesthesiologists are specially trained doctors.
