Is it possible to apply for a work permit/visa in the country one wants to go to without any job offer yet?

No, because the visa must be applied for by the employer. (I'm assuming you're asking about H-1 visas.) The easiest way to get a work visa is to look for jobs at a university since they are not subject to the cap like private employers are.

Pick a country. Rules/ laws vary. In the U.S., the only avenue without a business petitioning for you is as an investor. Investors may petition for themselves.
