Wow!! I love this question!!! Yes. I'm a much better parent to my animals, than most are to their human children...Of course, my animals are much better behaved too...

No.

A "benefit" will offset financial burdens. Weighing the financial cost of raising a child against that of raising a cat... I'd say... NO to signing the petition. It makes a farce out of the serious responsibility of raising a child.

Compared to a child it is NOT a huge expense raising a cat. I have spent thousands on veterinary bills and spoil my cats and dog with the best food, toys and accessories. My dog even attends doggie daycare on a regular basis for extra socialization ... and those costs still do not even come close to that of raising my son. Not even close.

This is potentially open to fraudulent behaviour. I would say that we can only reasonably implement it when we have successfully implemented the new biometric ID card system which should be expanded to include cats, dogs, horses and spiders (we've all got spiders in our houses, don't we, and the little gits don't pay a red cent in rent).
Then any properly registered domestic pet should be able to claim benefits at the local post office, if it can find one.

I think we should (for both questions) I often fill out forms which ask whether I have any 'dependents' and I always want to write my cat's full name: Sir Seymour Xavier Francis James. I hesitate, however for fear of tax fraud. Still, it is a huge expense keeping a cat, especially when they enjoy playing in traffic and won't listen to reason. Rebates for all, I say!
