I was looking at the Canon 17-40mm f/4 L series and the Canon 70-200mm f/4 L series. I want to make sure the lens to buy are good in low light such as for weddings and in churches where flash is not allowed.

As a good walkaround travel lens you could also consider the 24-105mm f/4L USM.
However, for low-light photography, you really need to be looking at a faster lens of at least f/2.8, because I think the f/4 is just not fast enough.

Instead of the 17-40, you could consider the Canon 17-55 f/2.8 as your standard lens ($1050). Or the budget Tamron 17-50 f/2.8 ($450) - it gets pretty good reviews.
Alternatively, you could stick with the 17-40 and also bring along a Sigma 30mm f/1.4 ($500), a Canon 50mm f/1.4, or a cheap 50mm f/1.8.
There are times when f/4 won't suffice.
