I cannot believe the amount of ignorant and arrogant people who have responded to your question and do not have a clue as to the truth.
If you are referring to "legal Bud" as the rasta that is sold in the medical marijuana stores like here in California, you will be happy to know that YES!, the stuff is exactly the same as you get from your Bro down the street and usually the same price. The only drawback is in order to go in and buy some you have to get a prescription from a Doctor every year for your medical marijuana card and most Doctors are charging $150. The bonus is the stores are usually open regular hours and have quite a variety of products to choose from. My friend went to the store the other day and they had Afghani blond hash, Purple Haze, OG Kush, Blueberry, and some other lesser quality bud. Some stores even sell clones of live plants for you to take home and start your own garden. Ah, the 21st Century!
The THC content is exactly the same, the strains of bud are the same, and I would not be surprised if the big growers are not the same as well.
If you have trouble with a steady source, I definitely suggest you get a prescription. That way you can even have your stash on you and get pulled over and not get it taken away or arrested (unless you been smokin' in da car, man!) Don't believe the B.S. answers above. The quality is very good and you get really high.

I work at a store that sells the stuff. I don't think it would be considered legal bud, but more an Herbal smoke is what we call it. It has things like poppy flowers, scotch broom tops, catnip, mint, absynthium, and a whole buncha things i don't know in it... but there are all different kinds. Most are just sedatives... make you sleepy. The ones i like increase your imagination and if smoked in large enough quantities, might make you hallucinate.
