Nothing is working because you're not toilet training correctly.

Before even starting to train a dog you must understand that the dog is a dog and does not understand English.

You don't tell a dog to go outside, you take it outside.

Research the internet on toilet training and start all over again.

AS FOR THIS RESPONSE FROM ANOTHER MEMBER:

"Rub her nose gently in the pee as soon as you notice".

DON'T EVER DO THAT! THAT IS UNHYGENIC, CRUEL & TEACHES THE DOG NOTHING EXCEPT THAT YOUR DON'T KNOW WHAT YOU'RE DOING & YOUR NOT A WORTHY ALPHA. WOULD YOU DO THAT TO ANY OTHER ANIMAL INCLUDING A CHILD WHO HAS HAD AN ACCIDENT?

AND IGNORE THE BULLY WHO SAID:
"Spank the dog everytime she does it with your belt. It will train her. And reward her if she do good".

THAT IS CRUELITY WHICH YOU CAN BE CRIMINALY CHARGED WITH, IT ALSO TEACHES YOUR DOG NOTHING EXPECT NOT TO TOILET IN FRONT OF YOU, SO IT WILL SIMPLY HIDE INSIDE TO TOILET.

ALSO IGNORE THE UNEDUCATED COMMENT FROM ANOTHER POSTER THAT SAID:
"animals belong outside ...they are after all not potty trained"

ALL DOGS CAN BE TOILET TRAINED, AN UNTOILET TRAINED DOG LIVES WITH AN UNEDUCATED & LAZY INDIVIDUAL UNLESS IT IS A PUPPY AND DOES NOT HAVE FULL CONTROL OVER ITS' BLADDER IN WHICH CASE IT SHOULD BE CRATE TRAINED.

A dog trainer gave me the following advice on how to toilet train a dog. I have two dogs, and it worked very quickly, with not a lot of discipline needed.

First. Wipe up /blot any little "accidents" with paper towel and take the paper towel outside and leave it in one place each time... the dog will naturally sniff it out if she is outside when she needs to pee. Take her to this place after meals and drinking.. and stay with her until she has a pee... PRAISE!!!!

Second. Make sure you thoroughly clean up an messes inside with white vinegar.. which will completely remove the odour, and make it difficult for you dog to find the place again... thus helping to break the habit.

Third, take your dog outside regularly.. and praise her heavily as well as using a word that she will associate with peeing.. like "Peepee" or something.. and only use that word when she is in the act. Eventually, when you take her outside and use that word, she will know what you mean her to do and what she is there for.

It really was as simple as that for my two. Pretty soon, they will go to the door... looking for their little pee spot outside (as flagged by the paper towels).

Toilet training done! No smacking necessary, no yelling, no shouting. The dog will be pleased that she finally worked out what was the "right" thing to do without becoming afraid of you.

All the best...

You need to cage train her. Keep her in the cage until she learns. Dogs generally won't pee where they have to sleep or lay. Take her from cage directly outside, then she will start to learn that peeing is for the outside. Keep her in the cage, a couple of weeks in the cage is better than having to replace the rugs. Then let her out and she will just think of it as second nature.

my dog was horrible, but i trained him to pee outside.
what i did was when he pee'd inside id yell no really loud and not rub his face in the pee but take him by it so he sees it and say NOOO PEE PEE OUTSIDE and throw him outside. NEVER HIT THE DOG THOUGH... you have to do this for like a week or two and for sure 100% if the dog has no other problems , will be trained // remmeber every month old the dog is, it can old its pee for 1 hour // so 2 months old = 2 hours ..ect...

When does she do this? Where ( in the house) does she do this?
These could be signs of either you need to let her out more often to maybe she has a urinary tract infection.
If Chetco gives advice, follow it cuz he gives good advice about dogs.
May be useful to call and ask your local vet for advice.

try beating the dog lightly with a rolled up copy of the National geographic ,or scream at it and throw a shoe .and it will get the message ,
speaking reasonable in an adult way ,explaining the wrongs of pee on the floor does not work with dogs ,it also does not work with babies
