During a tournament, the referee stops the bout, points at the forehead of a contestant with the finger and says: "Joo-eui". What is the referee doing?

Sounds like a Japanese competetion.

"Chui", 1/8th of a point deduction, usually the smallest infraction, or first warning.

Pointing at the head, was probably just as mentioned above for "head butting" or unintentional head butting. Depending on what the contest is, I could tell you a little more.

But Chui (sounds like your pronounciation) is Japanese, so obviously this is a Japanese tournament or sport of some kind.

It sounds like a competitor is getting a deduction. Not knowing what hand signal (if any) preceded the deduction will make it hard to figure out what exactly happened. If you were there, all you had to do was ask the ref. If you saw it on tv, try looking up the rules on the internet. They might be there. Good luck.

Sounds like a head contact issue.
I have no idea what "Joo-eui" means.

it means that the ref is issuing a caution for a prohibited act ,probably headbutting.
