Many cellphones have cameras. Most people use their digital cameras to take happy snaps. That is, to photos of their friends, places etc.
When the picture is resized for the Internet you really only need a 1 Megapixel camera.
Camera phones usually have a fixed focus, limited memory, poor dynamic range (contrast between light and dark), and poor performance in low light.
But you take your phone everywhere, so you are more likely to get that great photo just because you have your phone with you.
In about 1 years time the quality of the camera phones will be much better. They have developed small autofocuses for camera phones (using a drop of water, believe it or not), but they are not that common yet. I still have a seperate Canon camera (small and portable) and phone.

Man,
Camera and Cellphone serve different purposes. Understand clearly cellphones are basically for communication where in cameras are to capture important movements which could be forgotten by time often.
While using a tiny camera in the cellphone, either you wont get better quality picture of those important movement or tend to loose the pictures due to lack of maintenance etc.
Where in cameras are perfectly build for the need photography, which I feel many who have answered here are unaware. Hence go for a entry level mobile or a connection which provides mobile free for communication and buy a good and decent camera for your photography need. If you are home user go for Canon PowerShot S3 IS or some thing similar and lower by price.
If you are interested in learning the art photography go for Canon EOS 30D or Nikon D80 or similar products. These will help you start your adventure in photography.

Purchase a cellphone that has a camera and video features with it thats your best bet and you kill two birds with one stone

Which one is better depends on what's more important to you: convenience or picture quality.
For convenience, the phone.
For picture quality, a digital camera will generally be better, but it does depend on the partiuclar features of both the phone and the camera. Read the specs carefully! :-)

Cell phones of course, they can double as cameras and everything. Maybe not as good as a full camera but they are still waaay better because of so many other things they can do.

attempt spending $4.00 and having a 11x14 length print produced from each and every digital camera. Your Nikon L20 will blow you away with its high quality compared to the hairy blob of the cellular telephone digital camera.
