Why does your friend want to find friends from other countries? If he/she just wants friends, then check out the forums on Google or Yahoo, find one that meets his/her interests and start participating. For instance, if your friend likes writing, find a writing forum. Or if he/she likes cricket, find a cricket forum.
If you are asking because your friend is female and she wants to find a husband, then the best way to help her is to tell her to forget it.
