I am looking for a software theat enables me to cut off the backgrounds and re- edit the picture and add some fancy features.

Gimp is the suitable. Open source (hence legitimately unfastened without trial classes of locked function) and in spite of the reality that not as useful as photoshop, its unquestionably able to something a non-professional could throw at it.

paint shop pro is a powerful and simple program to use. You can do simple to extreamly complex things with the program. I create web pages, and I have several programs, but my favorite I always go back to is PSP
